The privatization of the coasts is unfortunately a thorny issue, and there is almost no quota left in what we know as the Riviera Maya (many the quota is to eat there, as it happens in Paamul, XpuHa and Soliman). In Tulum you have Paraíso beach, with public access, little more access without fee. In fact you pay the "right of way" because the coast is not private, but made the law cheated.
