They are medical centers widely used by the population, and as a foreigner you can still go to them.

As a Mexican traveler in Mexico you have your social security or your private insurance, with that you are covered as established. If you travel with an agency or with accredited guides, they have the obligation to give you civil liability insurance. Likewise, parks, archaeological zones and other recreational places have civil liability insurance, but this is not always the case.
